Colorado has a lay legislature that makes laws each year from January to May.

This session, Democrats took control of the House, Senate and governor’s office for the first time since 2013. Women, minority and LGBTQ lawmakers had more power than ever before. But the making of laws – which has been equated to making sausage – was slow and messy, as usual.
